Anti-Bullying Policy

Why this is important

Bullying is the use of aggression with the intention of hurting another person. Bullying results in pain and distress to the victim. Bullying should not be tolerated in any environment.  Bullying can be:

·         Emotional – being unfriendly, excluding (emotionally and physically), sending hurtful, threatening or upsetting communication in any form (e.g. via text message, social networking, email, telephone, letter), tormenting (e.g. hiding football boots/shin guards, threatening gestures)

·         Physical – pushing, kicking, hitting, punching or any use of violence

·         Racist – racial taunts, graffiti, gestures

·         Sexual – unwanted physical contact, sexually abusive comments, inappropriate sexual innuendo

·         Homophobic – because of, or focussing on the issue of sexuality

·         Verbal – name calling, sarcasm, spreading rumours etc.

Policy

Hethersett Athletic Football Club will strive to create a safe and friendly environment for children, young people and adults to enjoy football. Bullying of any kind is unacceptable and will not be tolerated at our club. We acknowledge and endorse The FA’s identification of bullying as a category of abuse. If bullying does occur, all players, parents or guardians should be able to tell and know that incidents will be dealt with promptly. Incidents need to be reported to the Club Welfare Officer, a member of the committee or, in cases of serious bullying contact the Norfolk County Football Association Child Protection Officer.

What we do

When Bullying Occurs in Our Club

·         Bullying incidents should be reported to the club Welfare Officer or to any member of HAFC committee without delay

·         The bullying behaviour or threats of bullying will be investigated and the bullying stopped quickly

·         If appropriate the matter will be dealt with by the club disciplinary committee

·         Where appropriate, the procedure outlined in the next section will be followed

How The Club Will Deal with an Incident

In cases of serious bullying, the incident will be referred to Norfolk County FA Child Protection Officer for advice and possibly to the FA Case Management System. If necessary and appropriate, Police will be consulted.

If the club decides it is appropriate for them to deal with the situation in-house, they will follow the procedure outlined below.

§         If appropriate an attempt will be made at reconciliation by getting the parties together. It may be that a genuine apology solves the problem

§         If this fails or is not appropriate HAFC Disciplinary Committee will offer to meet with the victim or, where the young person is aged under 18 years will meet with parents/carers and child alleging bullying, to get details of the allegation. Minutes will be taken for clarity, which should be agreed by all as a true account

§         The same committee members will ask to meet with the alleged bully and if appropriate their parents/carers and put the incident raised to them to answer and give their view of the allegation. Minutes will again be taken and agreed

§         If bullying has in their view taken place, HAFC sanctions will be imposed as  appropriate

§         In some cases the parent/carers of the bully or bullied player can be asked to attend training sessions, if they are able to do so, and if appropriate

§         A member of the disciplinary committee or a nominated club member will monitor the situation for a given period to ensure the bullying is not being repeated

§         All coaches/managers involved with all parties should be made aware of the concerns and outcome of the process

In the case of an adult reported to be bullying anyone within the club

§         The Club Welfare Officer should be notified and Norfolk County Football Association Child Protection Officer will be informed and will advise on action to be taken

§         It is anticipated that in most cases where the allegation is made regarding a team manager, official or coach, The FA’s Child Protection and Best Practice awareness training may be recommended

§         More serious cases may be referred to the Police and/or Social Services.

 

Preventing Bullying

HAFC football club members are made aware of the ‘code of conduct’ through the club signing-on procedures. Under the specific leadership of the Club Welfare Officer it is the responsibility of all club members, officials and parents to uphold those standards and to be quick to take appropriate action to deal with problems when they occur.

The club has appointed a Child Welfare Officer and adopted the Norfolk County FA child protection policy - copies of which are available separately.
